Job Title: Director of Human Resources

Reports to: CEO


The Human Resources Director guides and manages the overall Human Resources function for the entire company. Primary objectives are the development of a superior workforce and the development of an employee-oriented company culture that emphasizes quality, continuous improvement and high performance.

Essential Functions:

  • Formulates and recommends Human Resources policies and objectives for the company with regard to employee relations
  • Partners with management to communicate Human Resources policies, procedures, programs and laws
  • Determines and recommends employee relations practices necessary to establish a positive employer-employee relationship and promote a high level of employee moraleand motivation
  • Conducts investigations when employee complaints or concerns are brought forth
  • Reviews, guides, and approves management recommendations for disciplinary actions and employment terminations
  • Reviews employee appeals through the company complaint procedure
  • Leads company compliance with all existing governmental and labor legal and government reporting requirements, including but not limited to, any related to the Equal Employment Opportunity (EEO), the Americans With Disabilities Act (ADA), the Family and Medical Leave Act (FMLA), Employee Retirement Income Security Act (ERISA), the Department of Labor, Worker’ Compensation, and the Occupational Safety and Health Administration (OSHA),
  • Serves as the primary contact with the company employment law attorney and outside government agencies
  • Directs the preparation and maintenance of such reports as are necessary to carry out the functions of the department
  • Oversees periodic Davis-Bacon prevailing wage audits
  • Oversees Benefits, working closely with the CFO and Controller
  • Works with Director of Safety on safety-related incidents
  • Partners on all WC issues and resulting litigation
  • Continually monitors HRIS for reporting improvements, adding fields and populating as needed
  • Oversees personnel file maintenance and document retention
  • Oversees company-wide recruitment
  • Reviews outreach programs and monitors for AAP/OFCCP purposes
  • Partners with upper management for selected hires, chairing the interview process
  • Oversees company-wide annual evaluations and associated COLA increases
  • Leads competitive market research to establish pay practices and pay bands that help to recruit and retain superior staff
  • Performs other duties as assigned

Supervisory Responsibility: Yes


  • Bachelor’s degree in Human Resources or related field, and 10 years of progressive leadership experience in Human Resources; or equivalent combination of education and experience (preferably in a construction environment)
  • Specialized training in employment law, compensation, benefits, organizational planning, organization development, employee relations, safety, training, and labor relations
  • Above average oral and written communication skills
  • Excellent interpersonal and coaching skills
  • Demonstrated ability to lead and developHuman Resources staff members
  • Excellent computer skills in a Microsoft Windows environment
  • Evidence of the practice of a high level of confidentiality
  • Must be able to multi-task, work with minimal supervision, follow written and oral instructions, show attention to detail and demonstrate problem-solving skills
  • Must be able to pass post-offer pre-employment drug screen, and may be required to satisfactorily complete additional background checks as required (i.e. DMV, criminal history)
  • Must adhere to all company policy and procedures
  • Must be available to work assigned schedules and extended hours as needed including day, evening, weekend, and holiday hours

The work environment and physical demands required would be representative of those that must be met by an employee to successfully perform the essential functions of this job, and may include, but are not limited to the following:

Work Environment:

  • Works in a professional office environment and routinely uses standard office equipment
  • Position may require visits to construction site

Physical Demands:

  • This role routinely uses standard office equipment such as computers, phones, photocopier, filing cabinets and fax machines


  • May require infrequent travel (typically not overnight)


  • Prior military experience
